EURO-3C Workshop Explores the Operational Benefits of Telco-Edge-Cloud
September kicked off with an engaging workshop for EURO-3C, bringing together 47 participants from across the public safety communications community. Facilitated by project partner Public Safety Communication Europe (PSCE) and supported by the EUCCS Prep programme, the workshop gathered practitioners, national authorities, policy and government representatives, technical partners, industry and researchers. The workshop was organised and facilitated by Rebecca Robinson and Katrina Petersen (PSCE).
One question guided the workshop: what operational benefits can Telco-Edge-Cloud (T-E-C) bring to European public safety, and how can future EURO-3C pilots demonstrate those benefits?
The day opened with an introduction from David Lund (PSCE), who introduced the EUCCS Programme and its role in supporting the realisation of the European Critical Communication System (EUCCS), followed by Arturo Torrealba, Project Manager of EURO-3C (Telefónica) who presented an overview of the EURO-3C project. The opening session concluded with an operational perspective from Tereza Homolková (Bavarian Red Cross and EUCCS Operational Team) who explored what technologies need to provide if they are to be viable and useful in real operational environments.
The interactive sessions then took participants on a journey from operational needs to potential T-E-C benefits and, ultimately, to the evidence needed to demonstrate them. Participants first worked towards a shared understanding of key terminology more often recurring in the Public Protection and Disaster Relief (PPDR) field.
Tereza Homolková (Bavarian Red Cross), Harri Virtanen (Erillisverkot) and Henning Fjellet (Norway Police) then brought real-life operational experiences into the discussion, highlighting challenges encountered during crisis and emergency operations. Building on these insights, participants explored what T-E-C could enable, which stakeholders would benefit, and the services that would need to be provided or procured to deliver those benefits.
The final discussions turned to future EURO-3C pilots and the evidence needed to demonstrate that T-E-C-enabled services deliver tangible operational value. Participants highlighted the importance of going beyond demonstrating that the underlying technology works. Future pilots also need to show why the technology matters operationally, who benefits, and what measurable evidence demonstrates that the anticipated benefits have been achieved.
These discussions will help inform the development of future pilot scenarios and evaluation approaches within EURO-3C, and strengthen the link between technical testing and operational outcomes.
By connecting operational needs, technological capabilities, stakeholder value and evidence requirements, the workshop provided an important foundation for shaping the upcoming activities of EURO-3C. It also reinforced the project’s contribution to the wider objectives of EUCCS and the development of future critical communications capabilities for European public safety.
