Building Europe’s Future Telco-Edge-Cloud Infrastructure

EURO-3C (EUROpean 3C Networks for Secure Telco-Cloud-Edge) is a Horizon Europe Research and Innovation Action dedicated to shaping the future of Europe’s digital infrastructure. The project is developing the first large-scale, federated, open and sovereign Pan-European pilot infrastructure for Connected Collaborative Computing Networks (3CN), enabling seamless convergence between telecommunications networks, edge computing and cloud services.

Running from July 2026 to June 2029, EURO-3C brings together 87 leading organisations from across Europe, including telecommunications operators, cloud providers, technology vendors, research organisations, universities, SMEs and industry stakeholders. Together, they are working to create secure, interoperable and high-performance digital infrastructures that strengthen Europe’s technological sovereignty and competitiveness.

Our Vision

The rapid growth of data-intensive applications, Artificial Intelligence and future 6G services requires a new generation of computing infrastructures that are distributed, intelligent and secure.

EURO-3C envisions a European computing continuum where Telco, Edge and Cloud resources operate seamlessly across multiple providers and domains. By enabling federation, interoperability and automation, the project lays the foundations for a trusted digital ecosystem capable of supporting Europe’s future digital economy.

What We Do

EURO-3C is developing a multi-vendor, multi-domain infrastructure based on six complementary research and innovation pillars:

  • Telco-Cloud Convergence
  • Multi-level Federation
  • Interoperable XaaS Services
  • AI-enabled Orchestration
  • Security by Design and Zero Trust
  • Business Sustainability

The project will evolve more than 70 production edge nodes across 13+ European countries and 15 infrastructure providers, creating one of the largest collaborative Telco-Edge-Cloud pilot environments in Europe. The technologies developed will be validated through nine large-scale use cases addressing strategic sectors such as automotive, transport, energy and public protection and disaster relief (PPDR).

Driving European Collaboration

EURO-3C promotes an open and collaborative innovation ecosystem by bringing together expertise from across the telecommunications, cloud computing, artificial intelligence and cybersecurity communities.

The project actively contributes to major international standards and open-source initiatives, including 3GPP, ETSI, GSMA Operator Platform, Sylva, Nephio, Anuket and CAMARA, helping accelerate interoperability and industry adoption while supporting Europe’s digital sovereignty objectives.

A European Project

EURO-3C is funded by the European Union under the Horizon Europe research and innovation programme (Grant Agreement No. 101297599) with a total budget of €74.99 million. Coordinated by Telefónica Innovación Digital, the project represents one of Europe’s largest collaborative initiatives dedicated to the future of secure, sovereign and interoperable Telco-Edge-Cloud infrastructures.
